As is common with any controversial issue, there's a great deal of misinformation floating about, and misperceptions held by those affected by the issue.The 2nd amendment activists are fast to jump to the attack when one of the manufacterers starts playing loose with our rights. Aside from the "assault weapons" (whatever those are) provisions, a significant portion of that bill dealt with magazines (or "clips" by the unknowing, the lazy or the sloppy thinkers)... very simply, if one is a civilian (non-military, non-law enforcement), one may not legally possess any "high capacity ammunition feeding device" of more than ten rounds manufactured after that date. Net users are getting the chance to fight back against spam websitesMake the scum pay big for their websites.
Internet portal Lycos has made a screensaver that endlessly requests data from sites that sell the goods and services mentioned in spam e-mail.
Lycos hopes it will make the monthly bandwidth bills of spammers soar by keeping their servers running flat out.
The net firm estimates that if enough people sign up and download the tool, spammers could end up paying to send out terabytes of data.
The sites being targeted are those mentioned in spam e-mail messages and which sell the goods and services on offer.Now while I think this is a great idea the people at Slashdot have a few reservations about it. Even Fark has a good debate over the merits of this project.
Typically these sites are different to those that used to send out spam e-mail and they typically only get a few thousand visitors per day.
The list of sites that the screensaver will target is taken from real-time blacklists generated by organisations such as Spamcop. To limit the chance of mistakes being made, Lycos is using people to ensure that the sites are selling spam goods.
As these sites rarely use advertising to offset hosting costs, the burden of high-bandwidth bills could make spam too expensive, said Mr Pollmann.
Sites will also slow down under the weight of data requests. Early results show that response times of some sites have deteriorated by up to 85%.
Users do not have to be registered users of Lycos to download and use the screensaver.
While working, the screensaver shows the websites that are being bothered with requests for data.
The screensaver is due to be launched across Europe on 1 December and before now has only been trialled in Sweden.
Despite the soft launch, Mr Pollmann said that the screensaver had been downloaded more than 20,000 times in the last four days.

NGA PURSUES CONTROL OF UNCLASSIFIED SATELLITE IMAGERY
The National Geospatial-Intelligence Agency (NGA) contacted a
private web site this week to advise that a one year old commercial
satellite image of the Iraqi city of Fallujah should not have been
publicly disclosed even though it is unclassified and should not be
further distributed.
John Young of Cryptome.org noted the incident and republished the
unclassified image in question here(PDF)
The private web site at http://gallery.colofinder.net/ that was
approached by NGA also retains the Fallujah image online.
The NGA asserts the right to limit disclosure of unclassified
satellite imagery based on a statute enacted in 2000 (10 USC 455),
which entitles the Defense Department to withhold imagery and
related products under certain conditions, independent of their
classification status.
That statute is implemented by DoD Directive 5030.59.(PDF) It
established the LIMDIS or Limited Distribution caveat for
controlling unclassified satellite imagery.
MORE NGA WITHDRAWALS FROM THE PUBLIC DOMAIN
The National Geospatial-Intelligence Agency (NGA) paid the public
the courtesy today of announcing more withdrawals of unclassified
information from the public domain.
"The National Geospatial-Intelligence Agency (NGA) intends to remove
its Flight Information Publications (FLIP), Digital Aeronautical
Flight Information File (DAFIF), and related aeronautical safety of
navigation digital and hardcopy publications from public sale and
distribution," the agency stated in a Federal Register Notice
today.
"This action is taken to accomplish the following objectives:
safeguarding the integrity of Department of Defense (DoD)
aeronautical navigation data currently available on the public
Internet; preventing unfettered access to air facility data by
those intending harm to the United States, its interests or allies;
upholding terms of bi-lateral geospatial data-sharing agreements;
avoiding competition with commercial interests; and avoiding
intellectual property/copyright disputes with foreign agencies that
provide host-nation aeronautical data."

By "patriotic" is meant that condition of mind in which everyone in the State-the Head of it not excepted-regards the Commonwealth as the maternal bosom, and the country as the paternal soil out of and on which he himself has sprung into being, and which he also must leave to others as a dear inheritance. Thus, and thus only, can he hold himself entitled to protect the Rights of his fatherland by laws of the common will, but not to subject it to an unconditional purpose of his own at pleasure. This Right of Liberty thus belongs to him as a man, while he is a Member of the Commonwealth; or, in point of fact, so far as he is a being capable of rights generally.
In fact, the ID card will pave the way for a more tolerant society, with greater social cohesion. It will be useful in the fight against racism, and won't be a big-brother style surveillance tool, at all.
Blunkett has certainly changed the tone of his approach. He is far more conciliatory, putting forward a picture of a benevolent government, with much less of the usual scare mongering. He has acknowledged that an ID card will not put an end to crime, organised or otherwise, nor will it prevent terrorist attacks. He is back to describing the card in terms of the services it will allow access to, rather than as the killer weapon in the fight against terrorism.Simply try to board an airplane in any airport in this country without ID and lets see how far you get. He says no big-brother surveillance. I agree. They will simply make it so the British subject cannot function or live fully without your "paternal governments" plastic hall-pass. The last quote even mentions the ease of access to their "free" services with the card. Sort of like your parents not letting you have dessert unless you dress up for dinner.
Instead, he proposes that the card will build social cohesion, by ensuring that access to "free" public services, like medical care, is granted only to those who are entitled to it. This, Blunkett argues, will help in the fight against racism. After all, who could possibly object to Johnny Foreigner when he is provably only using the public services he's allowed to use. Xenophobes are known to be receptive to rational argument, after all.

The Virginia Citizens Defense League and its 2,400 members have gone a long way toward achieving that goal in Virginia. In the past few years, the group has successfully sought out and helped strike down gun control ordinances throughout the state.Sounds great. They go out and DO, they don't just talk.
Its members fought to overturn a decades-old ban on guns in state parks. Then they went after gun prohibitions in city parks. Some cities, such as Radford, acquiesced within days, quickly painting over "No Firearms" signs. Others, including Norfolk, put up a fight before giving in. They've taken on libraries and Lowe's hardware stores so that gun owners can carry inside. They've boycotted shopping malls that bar guns, and they've published "gun unfriendly business" lists.
They sued Fairfax County and "won big time," Van Cleave said gleefully, to prevent officials from banning guns at recreation centers and county buildings. Thanks, in part, to the league, gun owners soon will be able to carry their weapons as far as the terminal doors at Reagan National and Dulles International airports. But to get lawmakers to allow guns on those airports' property, gun owners lost the long-standing ability to carry weapons all the way up to the metal detectors at most other airport terminals in the state. The league won't stop fighting until they can do so again.
And the group won't stop fighting until gun owners can bring their guns inside, right up to the metal detectors, the way they could in most other Virginia airports until the new airport law passed.
In the past few months, Van Cleave and other group members have been turning up in Northern Virginia with their guns, at restaurants and malls and a contentious Falls Church City Council meeting. The show of weapons was intended to test the resolve of city leaders who, in Van Cleave's view, proposed to "harass" gun owners by calling the police if they showed up with any gun, concealed or exposed, on city property. City leaders called it something else: intimidation.
This year, the league's top priority, as always, is to pass a law that would allow Virginia's 112,000 concealed weapon permit holders to carry their hidden guns into bars and restaurants that serve alcohol, something they were allowed to do until 1995, when the concealed weapons law went into effect, barring it.
Joe Waldron, executive director of the Citizens Committee for the Right to Keep and Bear Arms, wrote in an e-mail that was later circulated on the Web that Van Cleave and league members threatened to turn the event into a "see the gun nuts wearing guns on their hips conference."NRA
The National Rifle Association, with 100,000 members in Virginia, has not taken a position on the restaurant bill for the upcoming session. And it largely keeps its distance from the Virginia Citizens Defense League.I wonder why the ones who are making changes occur are the ones the big money groups avoid. If rocking the boat works then we should all rock the vote.
"I've never run into them. Never talked to them," said Randy Kozuch, the NRA's national director of state and local affairs. "I think they just want to stir it up."
I just received the FCC's reply with a copy of all the complaints -- and a letter explaining that, well, there weren't 159 after all. William H. Davenport, chief of the FCC's Investigations and Hearings Divison, admits in his letter that because the complaints were sent to multiple individuals at the FCC, it turns out there actually were only 90 complaints. It gets better: The FCC confesses that they come from only 23 individuals.So that system put into place to protect the virgin children is being used to hammer anything down that is more suggestive then "Dick and Jane".
It is shocking enough that what tens of millions of us are permitted to see by our government can be determined by 159 ... or 90 ... or 23.
But it gets even better: I examined the complaints and found that all but two of them were virtually identical. In other words, one person took the time to write a letter and 20 other people then photocopied or merely emailed it to the FCC many times. They all came from an automated complaint factory like the one I write about here. Only two letters were not the form letter.
So in the end, that means that a grand total of three citizens bothered to take the time to sit down and actually write a letter of complaint to the FCC. Millions of people watched the show. Three wrote letters of complaint.

This task is a comprehensive nightmare. From preventing your PC from booting up, to interfering with your network card, to asking your Internet firewall for permission to install itself as a server application, to general PC instability, this task has everything to make you instantly return your Lexmark X or Z Series printer and go for something else, and some users have done so !! In order to regain your sanity the first thing to do is to rename LEXPPS.EXE to LEXPPS.EXE.OLD (do it in Safe Mode if you cannot boot your PC normally) this will ensure that this task never loads and will cure all the problems that it causes. If you need to network the printer over a peer to peer network, do not use the standard manner, instead install the printer as a local printer on the remote PC, and then go and change the port from a local port to the network share that the printer is known as.Now when a program is called a nightmare I a prone to blame the company for selling crap. I went to their website and got no help. After several hours I had to give up on this program. It still resides on his computer. Totally un-uninstallable.
A Killer ChipNow they did not copy the program, they simply found a way to mimic it. There is a demand for cheap chips, someone will create a supply. Free enterprise.
Last year Lexmark began using a computer chip with some toner cartridges that uses software programs to communicate with its printers. Without the software, for which Lexmark filed copyrights, its printers won't function. In the remanufacturing industry the chip is known as a "killer chip," because it prevents remanufacturers from making compatible cartridges.
SCC figured out a way to mimic the software program and began selling chips that allow cartridges to be made for Lexmark's printers. In so doing, according to Lexmark's lawsuit, SCC violated terms of the 1998 Digital Millennium Copyright Act. The act made it illegal to circumvent a protection technology in order to gain access to a "protected work" inside.
Lexmark filed its suit in December, in the U.S. District Court, Eastern District of Kentucky, arguing that SCC's chips contain "unauthorized copies" of its software programs. It wants the court to prevent SCC from selling the components in question.
This just in --- Static Control Corp. has won its appeal against Lexmark over the right to produce after-market replacement cartridges for Lexmark printers.Good news I think. The initial Lexmark victory was based on the DMCA copyright law. One of the worst laws ever from Washington. Allegations have been swirling around an online newsgroup this week that printer manufacturer Lexmark has been installing spyware on its customers' computers.This type of corporate games has already made Microsoft the bad boy of browsers. It almost seems like Lexmark wants to be hated, or knows people will always buy the cheap stuff so they could care less.
Reports on the comp.periphs.printers Usenet newsgroup claim that Lexmark has been planting spyware on its customers' PCs in the form of undocumented software that monitors the use of its printers and silently reports back to a Lexmark-owned company website.
One user said that after initially denying the allegations, Lexmark acknowledged installing tracking software that reported printer and cartridge use back to the company for survey purposes. He claimed that Lexmark said no personal data was taken by the program, and that it was impossible to identify anyone by it.
However, users installing the software are prompted to fill in a registration form including their name and the serial number of the product.

The poll, conducted by ICM, revealed that 72 per cent of people believe that the current law, allowing householders to use only "reasonable force" against intruders, is "inadequate and ill-defined".While the campaign is good it brings back to mind the last time the people spoke.
A similar proportion, 71 per cent, say that householders should have an unqualified right to use force, if necessary deadly force, against people breaking into their homes.
More than half (51 per cent) do not believe that the police can protect householders against intruders; 70 per cent believe the government could do more to reduce the risk of burglaries; and an overwhelming 81 per cent say burglars should not have any rights to to sue householders if they, the intruders, suffer any injuries during the break-in.
For a group that holds itself up as champions of Democracy, Britain's chattering classes sure can get their knickers in a knot with the will of the people offends their liberal sensibilities.So it looks like the "bastards" are speaking again, and like last time I feel the will be ignored. The advantage they have this time is that they have a strong friend in a large media group.
Case in point: a recent stunt by BBC Radio 4's Today program. As an exercise in grass-roots lobbying, Today asked its 6 million weekly listeners to propose a new law for the new year. A labour MP, Stephen Pound, was drafted to front the bill when it was all over.
More than 10,000 new laws were suggested over the course of a couple weeks. Of those, five were short-listed and voted on via email and telephone by some 26,007 respondents. The results, as one wag put it, "blew up" in the face of Today's producers and presenters.

A Rotterdam artist, Chris Ripke, made a mural to express his disgust over Van Gogh's killing. A beautiful artwork with an angel in it and the words Thou Shalt Not Kill.Now I will admit openly that the message was directed towards the mosque and yes it probably upset some. The issue was that the government felt they had the right to destroy his message simply because it bothered someone else.
Chris is an artist with a lot of integrity, he made some good stuff near Angelo Betti's pizzeria. His workshop is right next to the mosque on Insulinde Street. The mosque considered the text "Thou Shalt Not Kill" inflammatory. So he called Ivo Opstelten (editor's note: mayor of Rotterdam, same political party as Hirsi Ali, right-of-center liberal). As a local TV journalist I went over to film what was going on.
I was immediately asked not to film because it would give too much tension in the neighborhood. I was in the middle of a discussion when a car arrived to spray the artwork. I could not bear that and decided to stand in front of it (I am a bit Rushdie like).
After a scuffle with the police I got arrested. I am free again but the artwork is gone and I really fail to see what Opstelten is thinking. My colleague Mireille was forced by police to wipe part of her video tape.
What a country, it's unbelievable.
Both Chris and I have spent decades working with Turkish and Moroccan children/adults to try to involve them in our activities. What a rigid government. What a beautiful statement: Thou Shalt Not Kill. Something more universal doesn't exist. But you can't put that on wall!

WASHINGTON, D.C., 4 November 2004 - The 2 November elections in the United States were conducted in an environment that reflects a longstanding democratic tradition, including institutions governed by rule of law, free and professional media and an active civil society involved in all aspects of the election process.
The elections mostly met OSCE's commitments for democratic elections, agreed to by the 55 OSCE participating States, concludes the Election Observation Mission of the Organization for Security and Co-operation in Europe (OSCE). The Mission focused primarily on election reforms, particularly the implementation of the Help America Vote Act (HAVA) of 2002.
"The high turnout indicates the importance of this election for the electorate and the strong democratic tradition in this country. Although it was not possible for our observers to access polling stations in all states, due to lack of provision in federal or state legislation, it appears that the voting and the processing of ballots proceeded in an orderly manner," said Barbara Haering, Vice-President of the OSCE Parliamentary Assembly and Special Co-ordinator of the OSCE Chairman-in-Office for the Short-Term OSCE Observation Mission. "We commend the interest and patience of voters who often had to wait in long lines to cast their votes."
Professor Rita Suessmuth, Head of the OSCE/ODIHR long-term election observation mission, said: "The impact of the HAVA reforms was positive but limited due to delays in its implementation and varying interpretation of parts of it. It is a work in progress. Clearer rules for handling of provisional ballots are undoubtedly needed. In order to meet all the country's OSCE commitments the U.S. election reforms will have to go beyond HAVA, particularly regarding access for international observers."
According to the limited OSCE observations on election day, staff in polling stations appear to have coped well with new voting procedures across many parts of the country, despite warnings of a significant shortage of poll workers and the introduction of new technology. The use of electronic voting machines was broadly successful.
The OSCE observers were able to assess aspects of the pre-election environment and were granted access to polling stations in a number of states, sometimes only in specific counties. The OSCE believes that in order to further enhance transparency and to meet U.S. international commitments, Congress and individual states should consider introducing legal provisions allowing unimpeded access for international observers invited by the U.S. government.
The Mission was deployed by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the OSCE Parliamentary Assembly. It published its preliminary findings today, based on the work of 92 observers from 34 countries, including 56 parliamentarians.
Allegations about voter disenfranchisement and so-called voter suppression were also aired. It was claimed that such practices included non-processing of voter registration applications, the improper removal of eligible voters from voter lists, harassment and intimidation of voter.In another words it was a lot of hot air from the left and right. The Moore's of our society screamed bloody murder that this election would be stolen, yet in the end he slunk off to his den and is rather quiet today.
While recognizing the seriousness of the above allegations, the EOM was not provided with first-hand evidence to substantiate them or to demostrate that such practices were widespread or systematic.
During the pre-election period expenditure by the candidates and parties on their campaigns was subject to limitations and disclosure rules imposed by federal law. However, by the end of the campaign a number of so called "527" groups, tax exempt campaigning bodies which are not subject to limits on financial contributions, were effectively deployed in support of both leading presidential candidates. This innovation effectively circumvented the statutory regime fro campaign finance in relation to the presidential election.Now this is a pet peeve of mine. How can regulated and "regimed" speech be free? While many would argue that campaign finance laws keep one side from spending so much they buy the election this year showed them wrong. Soros threw a crap load of money behind Kerry and his influence was offset by others who threw their own money in. While I will admit I have not studied the finance laws in depth, but any limitation on speech is wrong.
The Belarusian Foreign Ministry says it has formally complained to the U.S. ambassador in Minsk about Belarusian diplomats who have been banned from monitoring tomorrow's U.S. presidential election.Now I would almost have some sympathy for this political ass and his complaint if it was not for the fact that I have read on their elections last October.
Deputy Foreign Minister Alyaksandr Sychow says the Belarusian Embassy in Washington applied for its diplomats to directly monitor polling stations in Virginia, West Virginia, Maryland, and the District of Columbia. He says the applications were refused in all cases except Virginia, where the diplomats will be allowed inside polling stations in two out of 135 counties -- and then, only then for a maximum of 10 minutes.
Steve Pike, a spokesman for the U.S. State Department, says the Belarusian statement is misleading because it implies that monitors will not be allowed during the U.S. election
According to observers from the Organisation for Security and Cooperation in Europe (OSCE), the democratic watchdog organisation that sent 300 election observers to Belarus, the elections took place in "a chilling climate of fear".So do I feel anything but utter contempt for this political thug. The day after the election, the Belarus KGB seized Anatoly V. Lebedko, chairman of the United Civic Party, one of a coalition of parties that unsuccessfully sought to win seats in parliamentary elections on Sunday. According to international news sources, Lebedko was seriously beaten during his arrest. Shortly afterwards, an opposition journalist was found murdered in her apartment.
We are a society in transition and as such, we can be criticized in some areas. But the extent of the US criticism is absolutely ungrounded. "I would say we are dismayed," said Bart Tommelein, a Belgian congressman, of missing a Bush campaign rally that coincided with their arrival here Saturday evening.
"We are neutral, you know, and we really should be spending more time with the other side."
Other OSCE observers concurred.
The group, which has been shuttled around Orlando in cars with Kerry-Edwards bumper stickers yesterday, rebelled against a planned visit to a campaign rally for Democratic Senate hopeful Betty Castor, who is running against former Housing and Urban Development Secretary Mel Martinez.
